FTA with Peru has been agreed!

It is a bitter sweet reaction after the announcement that the negotiators have come to a final agreement, the document still needs to be passed by both Congresses. There is a political momentum happening in the US, however not necessarily the right one. So let's see, if this goes through and if it is approved.

I was browsing by some reactions, after President Alejandro Toledo made the announcement, and there is a point mentioned by Hernando de Soto from ILD i want to share with you:

In Summary:
The TLC (or FTA) will benefit those who are able to be given an international identity as exporters/importers, this means those companies that are able to:
Provide a clear identity on who they are and their international activities
Provide a clear identity about where they are physically located
A formal company that is able to be accountable and be audited under international standards.

Most of the companies in Peru do not have these 3 main requirements because they have been informally established. This means the TLC may only benefit 30% of the population in Peru( a total of 26 million people). TLC means an opportunity for the government to put in place a set of reforms that will do TLC an inclusive agreement, specially legal integration of those informal companies.

De hecho por un lado es una buena oportunidad, pero por otro lado el Peru no está preparado. Quiero compartir con UDs, lo que Hernando de Soto del Instituto de Libertad y Democracia ILD, declaro en relacion a este tema.


El Peru necesita un TLC interno, creo en los mercados más grandes y en la ampliacion del mercado mundial, el TLC es una excelente oportunidad para el Peru!

Lo que hay que preguntarnos es ¿Quién puede tomar ventaja del TLC?
Es decir, para exportar dinero, bienes, ideas, etc. Todas viajan con Pasaporte: orden de transferencia, conocimiento de embarque. Y para esto se necesitan tres elementos:
1.- Identidad clara a nivel global de quien exporta/ importa,
2.- Identidad de la ubicacion de la propiedad de la empresa y la ubicacion
3.- Una empresa formal, que puede exportar, que puede emitir acciones, ser contabilizada, a traves de estandares internacionales.

La mayoria de las empresas no tienen estos 3 componentes. Porque hay un gran sector informal. Para un 30% de la poblacion, solo los formales, el TLC le sera beneficioso.
Lo que falta es identificar como nos dirigimos para hacer un TLC interno, las reformas necesarias y tratar de reducir la informalidad.

TLC es una oportunidad para hacer la reformas que lo hagan sostenible, en medidad que esto no sea inclusivo, sigue el sentimiento de exlcusion y la insatifacción con el país.

La informalidad, puede crecer con el TLC si no se toma las medidas pertinentes. Se necesita un esfuerzo enorme de integracion legal, los tramites para abrir una empresa han aumentado una barbaridad, una economia legal es dificil ahora en Peru, la inclusion legal de los mas pobres en el sistema productivo del pais es el reto que nos plantea el TLC.
